On April 1, 2017 Brownsville Police Officers were dispatched to 1400 block of Janet Lane in reference to a medical emergency. Upon arrival Officers found the victim, 15-year-old Fernando Moreno, unresponsive in his bedroom. EMS affirmed that Fernando was deceased. Fernando suffered from IDD (intellectual development disability) and was a client of Serenity HCS. He had been placed at the above location for care on Thursday March 30, 2017. At the time of his death Fernando was in the care of Marcial Troncoso. Further investigation revealed that Marcial had restrained Fernando as he tried to calm him down because Fernando was hitting himself. Marcial stated that he had gotten on top of Fernando because he had become tired and used his body weight to restrain Fernando. Investigators revealed that Marcial’s actions were reckless and possibly caused Fernando’s death. Autopsy was ordered and pending results. Marcial was placed under arrest and charged with Manslaughter. Case remains under investigation.
